Hou:Opposed to Both "One Country, Two Systems" and Taiwan Independence

As the 2024 presidential election approaches, the cross-strait stance of Mayor Hou Yu-ih of New Taipei has become a topic of concern for both sides of the political spectrum. During a general municipal inquiry session at the New Taipei City Council yesterday, the Democratic Progressive Party (DPP) caucus repeatedly attacked Hou's cross-strait views. Hou emphasized that "there is only one country" and that the Republic of China is its legal name, a sovereign and independent country. He stated, "I oppose both the ‘One Country, Two Systems’ model as well as Taiwan independence." He also made it clear that he does not accept using ideology to cause division or selective interpretation to create internal conflicts within the county. "Do not question people as if they are not patriotic," he said.

 

New Taipei City Council Discussing National Political Issues

 

The New Taipei City Council's general inquiry sessions are underway and is expected to conclude on Monday (May 15). This week's sessions are dominantly questioning sessions from the DPP caucus. As a popular candidate for the Kuomintang (KMT) in the 2024 presidential election, Mayor Hou was asked about national political issues by the DPP caucus.

 

During Councilor Cheng Yu-en’s questioning towards Hou, he pointed out that many representatives from the pan-blue camp have expressed concerns about the potential risks of increased U.S. arms sales to Taiwan, which could escalate tension across the Taiwan Strait.

 

Mayor Hou responded that in accordance with the Constitution of the Republic of China, we have our own national defense, a national anthem, a national flag, and a national title. He stressed the importance of strengthening the military's self-defense capabilities, deepening freedom and democracy, and maintaining stability in the Taiwan Strait as well as regional peace.

 

On the Ukraine-Russia war, Mayor Hou indicated that countries worldwide, including the United States and China, aspire to play a mediating role in this conflict. The Republic of China also provided humanitarian assistance to Ukraine. Mayor Hou stated that "no one desires war," and that peace remains the optimal choice. War is a zero-sum game with profound brutality. By employing diplomatic measures, the crisis can be mitigated prior to an outbreak of conflict, and it is essential for both sides to handle the situation peacefully.

 

Councilor Chang Chia-ling raised the issue of seat reduction in the Legislative Council of the Hong Kong Special Administrative Region, and suggested that Chinese President Xi Jinping's “1992 Consensus” is equivalent to the concept of “One Country, Two Systems.” Chang then proceeded to ask Hou if he believes in the same concept.

 

Country Name the Republic of China, No Need to Incite Confrontation

 

In response, Mayor Hou explicitly stated, “I oppose the concept of 'One Country, Two Systems'.” Taiwan possesses its own democratic values in which Hou strongly believes. Regarding the reduction of seats in the Hong Kong legislature, Hou attributed it to internal issues rather than a single cause. He reiterated that his position has always been very clear, "The Republic of China is our country, and Taiwan is our home.” He added that there is no need for further debate on our country's name when the whole process of questioning took place at the New Taipei City Council of the Republic of China.

 

During the questioning by Councilor Chou Ya-ling, she inquired whether "Taiwan" is a sovereign and independent country. Hou firmly responded that “the Republic of China is a sovereign and independent country.” Hou then reminded Councilor Chou of the existence of the Constitution of the Republic of China, emphasizing the importance of adhering to the legal framework. To further explain, Hou pleaded a minute to respond properly, highlighting that everyone is a "child of Taiwan" and there should be no division between individuals. He believed that on certain issues, it is unnecessary to provide direct answers in order to avoid confrontation and conflict, as provoking ideological disputes is not beneficial.

 

Regarding the recent "Washington Declaration" jointly issued by South Korean President Yoon Suk Yeol and U.S. President Joe Biden, where both leaders stressed the importance of peace in the Taiwan Strait, Mayor Hou expressed his delight in regional stability and more friendly nations. He underscored that fostering good relations with neighboring countries is a key factor in maintaining global peace and stability.

 

When asked about which country poses a threat to regional peace, Hou emphasized that the most important aspect is to maintain stability in the Taiwan Strait and to chart our own course, as we have our own responsibilities.

 

Councilor Chen Chi-jeng then questioned once again about the threat posed by aircraft from mainland China. Hou responded directly, stating that "national sovereignty cannot be provoked." Chen further inquired about what would happen in the event of a cross-strait conflict. Hou counter-questioned, "Wouldn't it be everyone's duty to step up and defend our home and country?"

 

Councilor Chen further questioned if Hou's response indicated his recognition of being "the Mayor of New Taipei City, Republic of China, Taiwan." Hou emphasized, "I am the Mayor of New Taipei City, Republic of China." He made it clear by stating that "The Republic of China is my country, and Taiwan is my home. I care for both and I can advocate for both, but the Constitution of the Republic of China does not include 'Republic of China, Taiwan.' The Republic of China is the legally recognized name of the country, and Taiwan independence has no legal basis. Therefore, I oppose Taiwan independence.”

 

Hou Visited AIT 8 Times

 

Former President Ma Ying-jeou recently criticized President Tsai Ing-wen for stating that "the Republic of China and the People's Republic of China are not subordinate to each other," claiming it violates the constitution. Councilor Chen deemed Ma's remarks inappropriate and suggested revoking his privileges as a former head of state. However, Mayor Hou believes that as long as Ma’s treatment complies with the laws of the Republic of China, it should be protected.

 

Councilor Chen asked how many times Hou had visited the AIT during his tenure and with whom he had met. Hou responded that he had visited the AIT Taipei office eight times, mostly meeting with Director Sandra Oudkirk and former Director Brent Christensen. As for meeting with Richard Bush, Mayor Hou smiled and replied, "That's what the media says," indicating that there's no need to elaborate on personal friendships.
